On 18th November, the new European Commission will be put to the vote, after the recent crisis in this institution of the European Union, which compelled it to be postponed.
Remember that on 27th October the next President of the European Commission, the Portuguese José Manuel Barroso, had to back-pedal and withdraw the proposed team of European Commissioners, when faced with the more than the likely possibility of it being rejected by the European Parliament. The reason for the postponement was mainly due to the controversial declarations of the Italian Rocco Buttiglione, who was the candidate for the post of Commissioner for Justice, Liberty and Security. Amongst other things, Buttliglione classified homosexuality as a sin, and cast doubt on the value of single mothers, stating that women should have children and should be looked after by the men. It is also true that since the postponement of the vote was produced, the outgoing Commissioners, with Romano Prodi at their head, have continued in the posts they have held for the last five years.

The crisis unleashed in the heart of the European Union has compelled Barroso to replace Buttiglione with another, more acceptable candidate: Franco Frattini, who is also Italian. This replacement, however, has not been the only one; it has also been decided to propose a new candidate for the post of Energy Commissioner, although the Commissioner for Competition, Neelie Kroes has been maintained in her post, despite having held important positions in over fifty companies. Under these circumstances, it appears that the new European Commission will achieve the confidence of the European Parliament.
What is the European Commission?

The European Commission is, along with the European Parliament and the Council of the European Union, also known as the Council of Ministers, one of the principle institutions of the European Union. This institution is responsible for ensuring that the interests of Europe are put above those of the member countries of the Union, which are represented by the Council of Ministers, while the European Parliament, elected by universal representation every five years, is a legislative assembly, meaning that it can pass laws.
Electing the CommissionersThe election of the new Commissioners passes through three distinct phases during the six months following the European Parliament elections (the latest ones were last June). First, the governments of the member states agree the naming of the new President of the Commission (the person they have chosen is José Manuel Barroso). Next, the President negotiates the naming of the rest of the Commissioners with the European governments. Finally, these candidates for the post of Commissioner are interviewed by the European Parliament, which has to state whether it accepts the new Commission. It was at this last point that Barroso's initial proposal fell through.
