On the 27th and 28th of November, Barcelona will become the centre of attention on the world stage, as it hosts the first Euro-Mediterranean Summit, bringing together the heads of state and government of around forty countries, exactly ten years after the Barcelona Process, which established a framework for relations between the European Union and the countries located along the southern shores of the Mediterranean.

This summit will be attended by the leaders of the twenty-five member states of the European Union and of Algeria, the Palestinian National Authority, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia and Turkey. There will also be representatives from Bulgaria and Romania, the next countries on the list to join the EU; Croatia, which has begun membership negotiations; and Libya and Mauritania, as permanent observers.

As well as the Euro-Mediterranean Summit, over the next few days Barcelona will also be hosting various other events, such as the Euromed Regional Conference, the Euro-Mediterranean Cities Conference and the Euromed Women's Conference, as part of the tenth anniversary of the Barcelona Process. The city has also been hosting other events over the last few days, such as the Euromed Health Forum, held on the 14th and 15th of November.

Ten Years of the Barcelona Process


+ The Euro-Mediterranean Partnership started in 1995 in Barcelona.
The Euro-Mediterranean Summit aims to renew the Barcelona Process, otherwise known as the Euro-Mediterranean Partnership, started in 1995 in Barcelona, when twenty-seven states from Europe and the Mediterranean region adopted the Barcelona Declaration. This declaration expressed the intention to strengthen the political, economic, social, cultural and human ties between the signatory states, with the ultimate purpose of creating a shared space for dialogue, peace and prosperity. As regards economics, European Union aid to the Southern Mediterranean countries has been channelled through the Meda Programme.

Criticism and Alternative Initiatives


+ Barcelona is also hosting the 1st Mediterranean Conference of Stateless Nations.
However, despite these proposals, the fact is that there is considerable criticism of the Barcelona Process. It is considered by many as an instrument serving the neo-liberal economic system that only increases the differences between the countries along the North and those along the South of the Mediterranean. This is denounced by a range of groups and organisations that have undersigned the manifesto entitled 'For a Mediterranean Region in Peace, with Full Rights and without Neo-Liberalism or Patriarchy'. Aside from this, Barcelona is also hosting the 1st Mediterranean Conference of Stateless Nations, which aims to give expression to the aspirations and problems faced by the Mediterranean nations that do not have their own state.

The Mediterranean Region, Cradle of Civilisations

The historical and cultural significance of the Mediterranean region is immense and it is often described, and rightly so, as a cradle of civilisations. It was in the Mediterranean region that many centuries ago, democracy and philosophy were born; great civilisations were developed, such as the Phoenician, the Egyptian, the Greek and the Roman; the three great monotheistic religions spread here – Jewish, Christian and Muslim; the Renaissance began here, one of the most fruitful cultural and artistic periods in history...

QUE HO SABIES?

  • The Latin expression 'Mare Nostrum' (our sea), said by the ancient Romans of the Mediterranean Sea, is a term that is still in use today.
  • On the East, the Mediterranean is linked to the Red Sea by means of the Suez Canal, which was opened in 1869 and is over 160 km long. On the West, the Strait of Gibraltar, which links it to the Atlantic Ocean, is 14 km at its narrowest.
  • The Mediterranean includes several secondary seas: the Adriatic, the Aegean, the Ionic, the Tyrrhenian, etc., which specify certain areas of it.
